The Ecuadorian Integrated Command and Control System for Urban Security, abbreviated as ECU-911, is a milestone project on public security signed by Ministry of Security and Coordination of Ecuador in 2011. The project was officially launched in August, 2011 and completed in May 2015. The whole system includes two national command and control centers, five regional centers, eight provincial centers, and a turtle island monitoring hall with 21 sub-systems.
ECU-911 system provides a unified alarm-receiving and dispatching service for Ecuador, which covers the functions of automatic alarm-receiving, automatic dispatching, comprehensive communication, intelligent analysis and video monitoring etc., and integrates previous different emergency numbers of departments into a unified alarm-receiving number, that is, “911”. Meanwhile, the system also provides a unified alarm-receiving and dispatching office place and technical platform for emergency units, integrated with valuable resources such as police, traffic, health, the Red Cross, fire-fighting and municipal administration, so that the cross-section and cross-region joint handling of emergency events is realized. It is conducive to more effective contact and coordination among the various departments, greatly improving the handling efficiency of each emergency and obviously improving the social and public security of the Ecuadorian society.
According to statistics in July 2016, the number of malignant crime cases handled by 911 Center alone decreased by 23% over the same period in 2015 within one year after completion of all centers, thus really becoming an important shelter for national security and social stability in Ecuador. In 2016, ECU 911 System, certified by the European Emergency Number Association, became America’s first and the world’s fifth security system with the certification.
On the morning of November 18, 2016 local time, Xi Jinping, the national President of China, went to the Quito Command and Control Center of ECU 911 Project during his visit to Ecuador, and attended the opening ceremony for Sino-Ecuador Public Security Laboratory held by the Center. President Xi Jinping spoke highly of high-tech and influential projects of Chinese enterprises, such as ECU 911, and praised ECU 911 as an important project of the Sino-Latin American economic and trade cooperation and a business card for Sino-Latin American high-tech cooperation.
